论我国遴选国家级鉴定机构的基本思路

摘要： 遴选国家级鉴定机构是进一步深化司法鉴定管理体制改革的重要措施,也是完善统一司法鉴定管理体制的一项严肃的工作。遴选应当坚持依法进行、中立公认和合理布局原则。遴选委员会在坚持遴选基础性条件和确认标准的前提下,应当经过推荐、考评、确认和公告等程序进行,旨在使被遴选的国家级司法鉴定机构具有权威性。

Abstract: The choice of national-level forensic science agencies,which is both a significant measure to further the reform of the system of forensic expertise management and a serious task to consummate a unified system of forensic expertise management,is supposed to follow the principle of law observation,neutrality,public recognition,and rational distribution.The agency-choosing committee shall,on the premise of basic conditions and confirmed norms,make the choice in pursuance of such proceedings as recommendation,appraisal,confirmation and announcement for the purpose of guaranteeing the authoritativeness of the national-level expert evaluation agencies chosen.
