摘要: 目的 时间参数,对于函数有自变量和因变量之分,是基于视频车速司法鉴定的重要参数,通常使用视频图像的时间水印作为车速鉴定的时间参数,不同视频存在不同时间水印帧率现象,通过对车速鉴定进行讨论,探索不同情况下时间水印的应用。方法 通过理论分析、实验验证相结合的方法,分析了视频时间水印及其他视频资料的时间相关内容原理,讨论了时间水印帧率与车速鉴定的关系。结果 通过考察视频文件帧率(含PTS)、时间水印帧率、车辆运动状态3个方面以归类常见的时间水印帧率现象,将时间水印帧率现象分为12个类别,并对各情况的车速鉴定对策分别进行讨论。结论 在基于视频的车速鉴定中,时间参数的取值应结合时间水印帧率、视频文件帧率(含PTS)、车辆运动状态进行综合评判后再决定取值。

Abstract: Objective Time variable is an important parameter in the forensic appraisal of vehicle speed based on video. The time watermark of video image is usually used as the time parameter of vehicle speed identification by the organization of forensic appraisal. Different videos have different time watermark phenomena. This paper aims to discuss the application of time watermark in different situations in vehicle speed identification. Methods Through the combination of theoretical analysis and experimental verification, this paper analyzes the principle of time related items of video time watermark and other video data, and discusses the relationship between time watermark and vehicle speed identification. Results This paper classifies the common time watermark frame rate phenomena into 12 categories by investigating the three items of video file frame rate(including PTS) time watermark frame rate and vehicle motion state, and discusses the speed identification countermeasures of the classification. Conclusion In the video-based vehicle speed identification, the value of the time parameter should be combined with the time watermark frame rate, the frame rate of the video file (including PTS), and the vehicle motion state before comprehensive evaluation.
