Abstract: With the gradual social reform and economic development into the deep end, people are increasingly aware of the soft power of the significance of sustainable development institutions, and even some scholars have argued that culture is a kind of capital, the core value system is the supporting elements of social capital point of view. Culture, the core value system that is the soft power, it is the institution’s important part is the impact on long-term basis for the existence of the organization, overall and strategic elements. In this paper, through the comparative analysis about the construction of soft power and cultural mode, proposed to enhance the institutional soft power through systematic practice of institutional culture perspective, and by IFS culture construction mode, for example, refined by the core values, idea identity system, visual identity system, behavior identify system construct of the organization culture system, and thereby improve body effective path and strategy to soft power.

摘要： 随着社会改革与经济发展逐渐步入深水区，人们越来越意识到软实力对于机构持续发展的重要意义，甚至有学者提出，文化也是一种资本，核心价值体系是社会资本的支撑性要素的观点。文化、核心价值体系就是软实力，它是机构核心竞争优势的重要组成部分，是影响机构长久存在的基础性、全局性、战略性要素。文章通过对软实力与文化模式的比较分析，提出了通过系统性文化建设提升机构软实力的实践观点，并以司鉴所文化模式为例，提炼出由核心价值观、理念识别系统、视觉识别系统、行为识别系统共同建构的机构文化体系，并以此提升机构软实力的有效路径与策略。
