Abstract: New appraisal is an effective way of test and correct evaluation, in the maintenance of the rights and interests and safeguard judicial justice plays a very important role. But due to many reasons, the present stage new appraisal did not play good proper function. Based on the investigation to repeat, on the basis of identification of the status quo and the cause of increased focus on the improvement of the new appraisal thinking and Suggestions are put forward.
