Abstract: The forensic appraiser system is the core of forensic appraisal system， and clarifying the professional qualification system of appraisers is the premise in the improvement of the forensic appraiser system. In this paper， the necessity， main difficulties and obstructions for establishing the professional qualification system of appraisers is analyzed， the way to establish the system is put forward and the forensic appraiser system with combination of professional qualification and practicing requirements is pointed out.

摘要： 司法鉴定人制度是司法鉴定制度的核心内容之一，明确鉴定人职业资格制度，是完善司法鉴定人制度的前提。在分析建立鉴定人职业资格制度的必要性、主要困难和障碍的同时，提出建立鉴定人职业资格制度的路径，明确指出职业资格制度与执业资格并重的司法鉴定人制度发展方向。
