Abstract: The expansion of litigants' procedural rights leads to an increasing change on the monopolistic power in the startup and commission of forensic appraisal, which promotes the forensic system to be more market-oriented and socialized.Before the industry management system comes into effect, it's necessary for the judicial administration department to perfect its unified management.Two critical dimensions should be considered:one is to unify the management organization and set up a unified registration system;the other is to construct the quality control system, based on certification and accreditation.The combination of the two is the key to improve the unified management system of forensic appraisal.

摘要： 现阶段完善统一管理体制过程中有两个主要问题需要解决,一是管理机构的统一,建立统一的登记名册制度;二是建立以认证认可为核心的质量管理体系,二者的有机结合是完善统一司法鉴定管理体制的关键。
