Abstract: The use of forensic appraisal is increasingly widespread in litigation activities. The realization of the value of forensic appraisal directly affects the quality of litigation. It is necessary to establish a uniform norm of the institutions, the procedure and the standard of forensic appraisal, and at the same time, to achieve the dynamic balance of the two effects of science and neutrality, in order to maximize the value of forensic appraisal. We should establish a scientific system to monitor forensic appraisal practice, and strive to achieve the dual value of the tool and purpose in forensic appraisal procedure.

摘要： 司法鉴定在诉讼活动中运用日趋广泛，司法鉴定价值的实现情况直接影响着诉讼质量。为了实现司法鉴定价值最大化，既要建立司法鉴定主体、程序、标准的统一规范，又要实现司法鉴定科学性和中立性两种效果的动态平衡，建立监控司法鉴定活动的科学系统，力求实现司法鉴定程序的工具性和目的性双重价值。
