    Forensic institutes are the organizer and the platform of forensic appraisal activities,which have a direct influence on the achievement of objective forensic appraisal and the access to justice.It is an important task to learn the basic characteristics of forensic institutes and establish forensic institutes rationally.Based on a comparative analysis of forensic institutes in representative countries,characters and legal status of forensic institutes are further studied,and suggestions on the improvement of forensic management are presented.

    At present,forensic appraisal is a hot topic in the reform of the judicial system,but there is still no uniform legislation on forensic appraisal in China,which leads to obvious lack of classification standards,initiating procedure and supervision for forensic appraisal.In the principle of scientific,democratic and uniform legislation,we should normalize the management,practice and procedures of forensic appraisal,and improve the supervisory mechanism of forensic appraisal.

    With the deepening of the system reform of forensic appraisal,new forensic appraisal institutions have sprung up like mushrooms.Forensic institutions will be covered by the market economy in China.it is inevitable for forensic appraisal institutions to face the market.Whether or not forensic institutions affiliated to universities could survive this powerful wave of reform,or even come to the fore,depends on whether they could integrate resources,adapt to the market,overcome difficulties and use their advantages.

    Research on the Deductive Difference between Shoeprint and Footprint

    Object The difference between the length of various shoeprints and plane soleprints was studied to provide scientific evidence for analyzing the stature and personal features by shoeprints at criminal scene,and to establish foundations for quantified analysis and identification of footprints.Methods Shoes of different types and different size were selected,and samples of sheoprints and footprints imprinted in normal walking by people of diffenrent height and different foot size were collected;data of shoeprints and footprints were calculated statistically.Results The difference between sheoprints of different types of sheos and footprints was found out.Conclusion When analyzing statures and other personal features using shoeprints and footprints,certain correlation coefficient should be sustracted according to the type of shoes;then the original height analysis formula is applied to make a comprehensive result.

    Analysis of Ethanol in Putrefied Blood by Headspace Gas Chromatography

    Objective To investigate ethanol and other compounds after blood putrefaction,and develop examination and calculation methods of ethanol in putrefied blood.Methods Putrefied blood samples were obtained from normal human;qualitative and quantitative analysis was conducted by headspace gas chromatography using dioxane as internal standard.Results Good linearity(r2=0.9996) was obtained in practical concentration ranges(0.0625-1.0 μg/mL),and satisfactory coefficients of variation(<2%) was indicated at every concentration.The detection limit of ethanol in blood was 1 μg/mL(S/N≥3).Conclusion This method is simple and accurate,and suitable for forensic toxicological examination.

    Provisions regarding eye injuries in GB18667-2002 "Impairment Assessment for the Injured in Road Traffic Accidents"(referred to as the "standard") are doctrinal and unspecific.With the broad application of the "standard",together with the advance of forensic science and ophthalmology,inspection techniques and understandings of the sequela of eye injuries have been greatly improved.The visual acuity chart projector is recommended to test visual acuity instead of the traditional vision chart.The refractive error is required to be rectified after diopter is acquired.Pseudo-blind or blurred vision need to be tested when they are in suspicion,Visual electrophysiological technique is an effective method.Automated perimetry can be applied to examine visual field,and the virtual value of kinetic visual field can be converted to radius(or diameter) of relic visual field.There are some interfering factors in the examination of visual field.Analysis should be closely integrated with primary injury and other inspection results.Binocular obstacles such as diplopia can be tested with synoptophore.Compliance between dysfunction and primary injury should be considered in the test result.When epiphora symptoms are left after lacrimal apparatus injury,the lacrimal duct stenosis or obstruction should be confirmed by appropriate inspection methods.Blepharoptosis and eyelid deformities are divided into mild and severe.Eyelid deformities include incomplete eyelid closure,eyelid defect and eyelid ectropion.Assessment of traumatic cataract affecting vision should be correlated with the relevant provisions.According to the existing "standards",assessment of impairment degree of eye injuries caused by road traffic accidents should perform visual function test,eye structural inspection,pseudo-blind test and visual electrophysiological test.Finally,the assessment should be made by a comprehensive analysis including materials of medical history and past cases.Unitive understanding of the current "standard" and standardizing of test methods and evaluation principles will contribute to the standardization of the assessment of disability for eye injuries in traffic accidents.

    Study on the Calculation Error of Vehicle Speed by Vehicle Power Property Principle

    Objective The vehicle rear-end collision occurs on highways from time to time and examiners are often requested to calculate the speed of rear-ended vehicles,especially overloaded goods vehicles,in order to determine the responsibility of accidents.Methods The speed calculation is studied by the relationship of vehicle power property and speed,and the effect of the main parameters in the power balance equation is discussed.Results This approach defined the different effects on the final speed calculation by the main parameters in the power balance equation.Conclusion The results show that both of the rolling resistance coefficient and slope value errors have a significant effect on the vehicle speed calculation.

    Characteristics of the Impact Injury due to Collision between Vehicles and Humans

    Objective To study the characteristics of impact injuries incurred by different vehicle types,different transportation modes and other factors in forensic medical cases.Methods 200 traffic accidents involving collision between vehicles and humans in Shanghai were selected,and characteristics of impact injuries were analyzed by examination and comparison of vehicles and injuries.Results Impact injuries mainly occurred in low limbs,then in chest and head.There was no significant frequency difference of impact injuries between pedestrians and riders(including people on the back seat of a bicycle or motorcycle).Low limb injuries were common in accidents involving cars and small buses;and chest injuries were often seen in bus crashes.The possibility of hitting victims away increased with the increase of vehicle speed,and windshield hit(the second hit) was often found by trace examination of vehicles.Conclusion The analysis of the characteristics of impact injuries in vehicle and human collisions would be helpful for forensic medical examination of traffic accidents and traffic injury studies.

    Crime Scene Investigation of Illegal Poaching and Smuggling of Wild Animals

    In recent years,the criminal cases of illegally poaching and smuggling wild animals have been increasing considerably.To deal with this situation,the forest police agencies have to start with improving the crime scene investigation(CSI) capabilities with efficiency and speed.Due to the fact that CSI of wild animal cases involves a different kind of objects,the handling of evidence is different from that of other cases,and a set of operation procedures should be established.The processes of CSI as well as lifting and preserving evidence were studied and a set of operation standards was proposed.

    Objetive E-mail heads were studied in order to provide a technical method to authenticate E-mails.Method The construction mechanism of the key fields in E-mail header was analyzed.Result A case of E-mail authentication was presented for example.Multiple key fields in the E-mail header violate rules of delivery time and delivery address,so it was a forged E-mail.Conclusion E-mail head analysis can not only ensure the effectiveness of E-mail evidence,but also can provide evidence in criminal investigation.

    Analysis of 66 Disability Rating Cases of Delayed Coalesce and Unjoined Fractures

    Objective To explore the applicability of the evaluation standard of disability degree for coalesce and unjoined fractures.Method 66 disability cases of coalesce and unjoined fractures were analyzed based on data of the sex,age,fracture location,fracture type,complicating diseases,treatment method,healing period,disability grade and so on.Result Of 60 cases,2 were determined to grade 8(disability degree),11 to grade 9,28 to grade 10,19 to non-disability;and 6 cases didn't apply for evaluation.Conclusion There are no specific provisions in the present standards to determine the disability degree for coalesce and unjoined fractures.,but similar provisions can be used.

    The distinction between judicial accounting and forensic accounting should not be analyzed simply,but in a specific legal environment.The most fundamental difference between the two lies in the different sources of law or different basis of legal systems.With the same kind of technical disciplines adopted in different legal systems,they are essentially the same.They have the same aim to present evidence about financial accounting for a court,and they have the same theoretical bases and technical methods.
