    On the Public Welfare Atrribute of Forensic Appraisal Institutions

    Analyzed from its nature, forensic appraisal should be public service provided by government with public welfare attribute. Forensic appraisal institutions, where forensic appraisal services are provided, should regard public welfare nature as the leading value. The appraisal institutions within investigation organs should be inherently of the nature of public welfare. But many problems arise in practice and people question the public welfare nature of such institutions. Meanwhile, in the construction process of forensic appraisal institutions under the guidance of the“Decision on the Administration of Forensic Appraisal”, we should prevent social forensic apprisal institutions from entering market competition to guarantee the impartiality, objectivity and neutrality of appraisal conclusions. The focus of this paper is how to develop state owned forensic appraisal institutions along the road of public welfare. The issue of the national level forensic appraisal institutions is the start of such development. The author discusses how to push forward this development.

    Public institutional forensic appraisal bodies include those established by universities and scientific research institutions. They are administered by both the entities establishing them and governmental organizations in charge of forensic appraisal. They have advantageous position in hardware, software and human talents. Also, they are the main developing subjects in forensic appraisal and the main force in the practice and scientific research of forensic appraisal. They play a significant role in the development of forensic appraisal. The research on the distinguishing features is to clarify their position, and to exploit their advantages, which will help stimulate their core functions.

    Experimental Study on Step Increment of Paper Feed for Classification of Inkjet Printers

    Objective To establish the step increment of paper feed as a valuable characteristic for classification of inkjet printers. Method 65 different models of inkjet printers of Epson, Hewlett Packard, Canon and Lexmark were experimentally investigated. Repeated defects on printed paper, such as horizontal white line, overlap banding and vertical misaligning, were analyzed and measured. Results The distance between two adjacent defects was related directly to the step increment of paper feed of inkjet printers. The step increment of paper feed was stable and indicated a specific type of printers. Conclusion The step increment of paper feed could be used as a valid characteristic to classify inkjet printers.

    Based on the analysis of stamp impression dating cases, the qualitative and quantitative phase change characteristics of stamp impressions and their application in forensic practice were introduced. The possibility of formulating the quantitative characteristics into a statistic model was discussed.

This paper discusses about the remedy process to involuntary and compulsory hospitalization, psychiatric treatment to incarcerated individuals in jail, terminology (such as guardian) selection and some other issues.

Finally the author gives some recommendations on improving the legislation of the Mental Health Law.

    The Tort Law of the People's Republic of China has been implemented for nearly one year. It has considerably advanced and supplemented the existing legal regime of medical service dispute handling in our country. In view of some cases occurring recently, this paper discussed the scope of article 56 of Tort Law of the People's Republic of China, and proposed the concept of therapeutic privilege of doctors in emergency, hoping to promote the building of harmonious relationship between doctors and patients.

    The rapid development of imaging technology has made it an indispensable tool in clinical diagnosis and treatment. The virtual autopsy using combined MSCT and 3D reconstruction technology is characterized by minimal invasion, rapidness, convenience and the ability to display special injury patterns. It is a useful approach to record, visualize and analyze the findings in forensic injury research and practice. This paper reviewed the applications of MSCT and 3D reconstruction in examining sharp/blunt injury, fall injury and traffic accident injury, and demonstrated its value in forensic injury examination by a typical case.

    Based on the analysis of the roles of traffic accident investigation and examination, and the current situation of traffic accident examination, the functions of related departments in traffic accident analysis are described in detail. Through a number of cases, the cooperation of traffic accident investigation and examination departments is demonstrated. It is proposed that in traffic accident analysis, the traffic accident investigation and examination departments should cooperate in the process of discovering, collecting and complementing evidence by performing their own duties. In this way, scientific examination could be reached, and consequently objective and fair traffic accident analysis could be guaranteed.

    Two Re-identification Cases of Printed Documents

    This paper analyzed two cases, which applied for re-identifications on whether the wordings of the printed documents were printed at one time. It was indicated that in such cases, the main features of printed documents, such as paper, ink color, distribution, etc, were the foundation of identification. In addition, non-specific features like horizontal line sloping, line spacing, margins, font characteristics, etc, need to be utilized carefully, because they could be changed through manual settings. A comprehensive analysis of these features will lead to an objective conclusion in the identification of printed documents.

    Medical Appraisal of Prisoners Released on Medical Parole

    At present, regulations on medical appraisement for prisoners released from the detention house on medical parole are not well established, which leads to many problems in this field. To regulate the medical appraisement for prisoners released from the detention house on medical parole, the improvement of legislation concerning penalty execution should be accelerated and the enforcement activities concerning those released on medical parole should be standardized. Meanwhile, a unified access system for medical-parole appraisal organizations should be established in order to change the current disorderly situation of appraisal organizations. According to the new situation, it is suggested to issue the implementation rules and standards of The Method of Releasing Prisoners on Medical Parole in Detention Houses as soon as possible.
