Basic features of forensic appraisal conclusions are analyzed with the point of view that appraisal conclusions have both the features of scientific evidence and legal evidence. Based on this, the making of forensic clinical examination reports is discussed in the light of problems in the present examination reports.

Evaluation is given on the situation of judicial expertise after more than 2 years’ implementation of "the Decision of the Standing Committee of the National People’s Congress on Judicial Expertise". Such problems as expert qualification, evaluation and accreditation, re-examination, final examination, self-discipline of judicial expertise institutions and so on were analyzed for the establishment of a uniform and graded judicial expertise system.

According to Procedural Law, parties concerned have no right to launch forensic expertise themselves during litigation. But in order to start litigation and fulfill the burden of proof, it is reasonable to allow parties concerned to launch forensic expertise before litigation. However, pre-litigation expertise will lead some problems inevitably, it is necessary to study and regulate it at the legal level.

Objective To set up a simple and sensitive ATD/GC/MS method for analysis of residues of gasoline, kerosene and diesel oil collected at fire scenes. Method Gasoline, kerosene and diesel oil from fire debris was absorbed and enriched by Tenax TA kit, and then automatically thermal desorbed and analyzed by ATD/GC/MS. Results The minimum detection limit of gasoline, kerosene and diesel oil samples are 0.05, 0.2 and 0.2pl/ml, respectively. Conclusion The method has the advantage of automatic desorbing and analyzing, simple and quick operation, high sensitivity and lower interference of impurities. It can be used for analysis of residues of gasoline, kerosene and diesel oil collected at fire scenes.

The dissolving time of ball point pen inks of different age writings was measured at successive times and its relationship with the writing time was analyzed. The changing trend of the dissolving time was established and the threshold, which differentiates the freshness of writings, was determined. The method of successive measurements could be used to examine whether a ball point ink entry is written recently without comparison with standard samples.

Objective To study the impact of drugs on driving. Methods Studies on drug-impaired driving were reviewed, including epidemiologic investigation, experimental research, countermeasures for drug-impaired driving and toxicology analyses. Results The driving ability can be obviously impaired by central nervous system stimulants, central nervous system depressants, antidepressants, antihistamines, etc. Conclusion The impact of drugs on driving is worth studying in the traffic safety research.

Objective To investigate a new fluorescent nanocomposite and its application in development of latent fingerprints. Methods CdS Clusters were on-site synthesized with PAMAM templates and characterized by fluorescence spectroscopy. The new fluorescent material was applied to latent fingerprints deposited on different surfaces and stored for different period of time. The results were then compared with that of conventional fluorescent materials. Results The material exhibited strong visible fluorescence under excitation at 365nm. Comparing to conventional materials, amine-terminated CdS/PAMAM was a good marker for fingerprint residue targeting, with higher fluorescence intensity, weaker background interference and better contrast between fingerprints and substrate. Conclusion Amine-terminated CdS/PAMAM is an effective reagent for latent fingerprints development on non-porous surfaces.
